It's because there's no set standard, but usually "pretty" is more feminine. After all, I look like the male Asches here, but my face is definitely female. A boy with my face would be considered "pretty."
... *sighs* I don't know if it's a good idea to let someone that young crossdress. And no, no makeup. There's a reason why we don't let kids under a certain age wear makeup.
